It's that size by default for your available default "Volume Mixers". It cannot be changed as far as I know of.

Well, that or they programmed it to have 4 spaces displayed by default. It's also the same way in Vista as well as in Windows 7.

That was a statement by me based on observation. Vista and Windows 7 both seem to have space for 4 volume levels by default.
