Why using torrent apps you can resume download where it stops after turn off a comput

Why using torrent apps you can resume download where it stops after turn off a computer, while internet explorer default download manager and download helper add-on in firefox can't do that?
Also is there any apps that you guys know resume download after computer turn off but not torrent apps.

For FTP download, FileZilla will resume on servers that support it. Search the big freeware sites like Softpedia, Snapfiles, Sourceforge.net, FileHippo etc..

Just search on terms you want like "download" "resume" and "client" and the protocols you want such as torrent ftp etc..
