Problem using a file made in "Help&Manual E-book viewer" from EC Software inc.

Hello to all users,
I,m having a problem to see a contents of help file on my 64 bit Vista Home premium SP-2 OS(English version). This help file is opened, but it's not shown some contents in right side of window, when I'm clicking on headings in left side of the programm window. But users from Russia are confirmed that this file is absolutely normally working on russian version of Windows 7 and Vista.
I also tried to use this help on other PC with the windows-7 and windows XP SP-2. But the results are same. Please help me how to use this file on my PC? Thanks.

Hello, have you contacted the company that makes this software program to ensure you have met requirements for it to run on your computer ? It could be a browser setting .

Yes. But they recommend only this: Download | Microsoft Help Compilers (HTML Help CHM compiler, HHC.EXE) and no more special requirements.

Did you have to pay for this program ? If so, can you get your money back ?

Yes it is possible, but I want to know and understand why it is normally working on other PCs. What differences are between my system and the system on which it is working ok. Currently I know one difference: my is english version and the one on which it is working is russin version of windows. Question appear from here is: What working differences may have these versions except system languages?
May system language difference cause to not show the contents of the help file? (It is shown absolutely nothing, but not shown unknown characters).

I am not sure how to fix this for you, seems to me the software manufacture would know what is wrong, may be a patch you have not received ? They offer you no assistance except for that one file to use ?

I find just now that this file can normally run only on windows7 with 32 bit PC. Before I tried it on 64 bit windows7, 64 bit Vista, 32 bit vista, 32 bit XP etc. Just tried on 32 bit win7, and it runs ok. Big thanks to Yard Dog for his kind answers and sharing my problem.
