Hello Carmine
This is an add on to add music tracks to other authoring software, It is available as part of Adobe Premier but is also supplied as part of Roxio Media creator, which from your screenshots is where it came from on your system.
I would not worry about it unduly unless it is causing you a specific problem

Unless it's actually causing you problems I would leave it there but I think that It would be removable without issue :D, I would imagine Roxio have license deals with the developer so are unlikely to suggest that you remove it

I updated Quicktime and that's when it appeared on my system. The problem is "Smartsound Quicktracks plugin" installer always appears when I login and when I click cancel nothing happens. I can't shut down either except for turning the power off. Can't find any reference to it in the startup sections either.
Run msconfig.exe. In the Startup Tab, uncheck the box for Quicktime. You also might look for SmartSound there. Reboot.
You might also look to see if SmartSound is installed in Control Panel/Programs and Features.
