Not receiving messges in WM

had electrial storm that fried DSL modem and filters. got all that fixed but can not receive emails from server into WM. Internet works fine as does webmail and sending messages. just does not receive. created new account just to check setting but to no avail. suggestions?

Can you receive emails if you disable your AV/Firewall?

No. I had tried that earlier but forgot to post.

Well, if your pop account is well configured (see if it requires authentification), then try to disable auto-tuning.
Elevated command prompt, type this command:
netsh int tcp set global autotuninglevel=disabled
Reboot.
If it works fine, then re-enable autotuning
netsh int tcp set global autotuninglevel=normal
reboot and check.
