Controlling the fan speed of a laptop

I was wondering, does anyone know how to manage a laptop's fans? I try to keep my laptop running at full speed (max power setting) and it sometimes gets quite hot, but I'm not sure if the fan is going at top speed. So, any help?

    Weakest part of my computer is the graphics chipset. Only ever used a laptop. Also use USB Freeview TV Card Lenovo Docking Station External Speakers Other bits a pieces as needed
I have it too, but I haven't figured out how to use it.
