service does not exist as an installed service

cant turn on network discovery printer sharing etc. this just happened a couple of days ago. my wife connected her new hp laptop to our home network. and now no sharing or discovery.

message this service does not exist as an installed service when trying to turn network discovery on. also windows firewall cannot be accessed. also my daughers laptop can see the router, but when we try to connect it cannot. it asks for a number from the router, but when you put it in it says mismatch.
