Skype Works but Internet Doesnt?

I've tried everything
  • doing the 'ping google.com' test in command prompt (came out negative)
  • firefox says won't connect etc...

BUT SKYPE WORKS???

I dont understand how this is happening - apparently something to do with my IP but what i dunno
any ideas.
Am running 32bit Win Vista

open up a command prompt and type: ipconfig /all

my brother just called and said it all works suddenly - he asked his neghbour and apparently the whole appartment block had similar issues!
