Can't see or access Network or Printers! Can still access Internet ???

I'm having Network issues with a system running Vista 32bit.

It access the Internet just fine, but I can NOT see any of the Network drives, nor can it see any printers that are installed.

I can not even access the the Device Manager page! It just gives me a blank page with the spinning circle.

I'm lost...... ?????
