My problem with Vista and Internet

I don't know what to do and how to solve my problem.

I created a broadband network. It worked and I am connecting to Internet. When I tried to install Adobe Flash player, I received an error message that I have no Internet connection! The samething happened when installing Avira Antivir anti-virus software.

I choose the Diagnostic utitlity in Control Panel. The diagnostic shows that I have a problem with the modem that's preventing me from connecting to the Internet.

I am still online and at the same time I receive I need an Internet connection to download the above to programs for instance.

What is happening? How to solve this problem? Do I need to reinstall Vista again?

Sounds like a firewall problem.
Check the Windows Firewall in control panel.
Other then that I do not know what else to tell you.
