Windows Vista to Vista (Home Premium). i have the ip address for remote computer, but it does not recognize it.

Maybe you did not enable the Remote Desktop correctly, take a look on how to enable Remote Desktop in Vista here.

a friend just told me i would not be able to use remote desktop, because i have home premium. is there a way around that problem?

I'm afraid not. Running the server requires Vista Business, Enterprise or Ultimate.

There are a few options using VNC programs have a look at ultraVNC ,,,
UltraVNC: Remote Support Software, Remote Support tool, Remote Desktop Control, Remote Access Software, PC Remote Control
You could also try Remote Assistance, (as opposed to Remote Desktop), which I believe is included with Home Premium
