Yes, you can disable and enable the snipping tools on the computer. Please follow the steps mentioned below to disable and enable snipping tools
1. Go to Control Panel and open Program and Features (you may have to click Programs first).
2. In the task pane on the left, click Turn Windows features on or off. If necessary, click Continue when prompted by User Account Control.
3. Scroll through the list of features, uncheck the box next to Tablet PC Optional Components, and click OK.
4. Restart the computer.
5. Go to Control Panel and open Program and Features (you may have to click Programs first).
6. In the task pane on the left, click Turn Windows features on or off. If necessary, click Continue when prompted by User Account Control.
7. Scroll through the list of features, check the box next to Tablet PC Optional Components, and click OK.
8. Restart the computer.
Check if the snipping tools is working fine.
