Can't Boot System repair fails No Safe Mode

I'm on a DELL inspirion 1525 running Vista home premium only a few years old. Recently I've had problems with my laptop with harddrive errors and such. I reformatted about 2 months ago, and today my computer crashed with a blue screen. It could not boot correctly this time, system repair says I cant repair the computer. My safe mode does not work, but I was able to login using the last option in F8. The message "An unauthorized change was made to windows." shows in a box. Im able to browse my files and use internet explorer, but the system is very unresponsive and I cannot make a backup for my files. I've tried to backup my files but it says internal error 0xC004F027. I tested for errors and they could not complete, there seems to be a problem with my hard drive maybe? Is there any possible way to fix this or is my hard drive done?

What I would do:

Turn off the computer. Do not run it again until you have completed the following. Remove the hard disk. Connect the hard disk to a desktop system as a secondary drive. Copy your user data to the desktop. Determine the manufacturer of the hard disk. Download and run the manufacturer's testing utility.

Let first run the diagnostics on the computer to check if the hardware is working fine.

To run the diagnostics turn off the computer then press and hold then FN down then turn on the computer and keep holding the FN key down. Let the test complete and check if it provides any error message.
