Whenever I attempt to boot, Windows will begin starting up before blue-screening and restarting. What can/should I do?

I can't. As stated before, this is happening every time I'm attempting to boot.

I can't boot in safe mode successfully either. I can get advanced boot options up and boot in safe mode from there, but after the drivers load it'll blue-screen for about a quarter-second before rebooting.
