I try restarting my computer to factory settings, but it won't let me because it's asking for some username and password.. any help on what username/password it's asking, because I tried to put mine but it won't work

It is wanting the Administrator's username and password. Make sure you are the/an administrator of the pc and try again.

I am, and I don't have any passwords set on the computer, and it's asking for one....

With a Dell, try the following
Turn off the computer, then during boot quickly hit f11 many times. If that does not work, try cntrl f11, many times. It should not require a password. You will lose all your stuff, however.

Dell includes a CD to return to factory settings. If you did not misplace the CD use that.
If lost call Dell, they will send on for free or cost of about $25.00

And I did restore before too, but now it asks for a password which I don't have set

Call Dell, they will send you a CD or tell you what password they refer to. You do not need a password to get a factory reinstall.
