Hey Rich, good to see you.

I entered the command into the elevated CMD prompt, it said it completed successfully, but the administrator account did not appear. I created another administrator account and it had the same problem. This is very curious to me. I'll run an sfc scan right now.

I only use the admin account to keep updates, parental controls, and scanning for viruses. I ran malwarebytes and MSE updated they came clean. I have browsed the web numerous times. LEt me know if you have any other ideas, I've never seen this before.

And now internet and MSE don't work o.0

Very confused. Safe mode with internet works (including internet and MSE).

Doing a SFC scan in safemode. Had the same repair as previously mentioned.

CBS log is like 24 MB, bit too big to post here, and no one would read it.

Just did, some things were not opening, like network, system restore, and security center. After about 5 minutes of just waiting, security center and system restore popped up, MSE turned on, and network got going. Perhaps it reset itself somehow? Got me.

Since it is working, I won't restore. SFC scan found corrupt files all 3 times, so perhaps what it is finding is in fact no being repaired. I am afraid to scan a 4th time, but I will if you think I should. Perhaps it just takes 5 mins to reorient itself after whatever it is that it repaired.

Hopefully it doesn't take 5 mins every time, I will test this later. However, Local Security Policy still has the error. I will see if I can enable the Admin account again, I'll let you know.

I did just now, with the same result as typing in "Local Security Policy". So far, nothing else seems to be having problems that I can tell.

I'm going to check the Admin acount and see if it enabled or not, be right back...

Nope.

Control Panel\User Accounts and Family Safety\User Accounts > 'Configure advanced user profile properties' lists all user accounts. I have mine (Admin), standard users, UpdatusUser (Either a windows or Nvidia user account), and an "Account Unknown". Whatever that means. No Admin account.

Tricky tricky...

Open a new administrative account and try, perhaps yours is corrupt.

Yes I thought the same thing. I tried before, but I'll try again:

No success. GPEDIT.msc doesn't do the trick here either.

I have SP2 installed otherwise I'd do a repair install.

I do have Vista Ultimate 64, just in case you might suspect I hadn't updated my sys specs.

It is only a basic family computer, and I have windows live parental controls installed and used. The security policy was just to implement better security, but if I can't access it, it isn't too big a problem I guess.

Do let me know if you come across an answer to this problem, or if you have something more for me to try. And thank you for your help thus far!

You know its turned off by default.
Be sure its turned on
from the Control Panel. Go to Control Panel -> Programs and Features -> Turn Windows features on or off -> Remote Server Administration Tools -> Feature Administration Tools -> Enable Group Policy Management Tools.

Hey rich, just started some troubleshooting. Sorry for the late reply o.0

I saw this in event viewer:

I don't know anything about that error but can you use group policy editor is safe mode? Have the checked the permissions of the file? It is %WINDIR%/system32/gpedit.msc.

Excellent observation. Apparentally, I have 2 gpedit.msc listed, and they are both lacking the right permissions. I'll try to fix that. I couldn't do it in safe mode by the way.

*Edit: Can't change permissions. Anyone know how I might be able to do that?

It doesn't seem to work, and I'm not sure why. Something is strange with this computer. I know it had viruses before but they are cleared out now I believe. They were from a limited account's google search, but no viruses have since been detected after their removal. UAC isn't running. The viruses could have messed something up.

My guess would be that since gpedit.msc is inaccessable, many policies cannot be changed even with a CMD prompt for whatever reason.

*Edit - I don't think I tried activating it in safe mode, I will try that. Although the gpedit.msc is inaccessable in safe mode as well.

I have had duplicate administrator accounts for some time, but the duplicate goes away whenever I log in to one or the other. I just went into safemode with CMD prompt, disabled and then reenabled the Admin account, restarted, and now the password doesn't work and the 'ultimate' admin account doesn't show. Perhaps it is time for a reinstall...

oh boy. lol.
