Problems with settings and rights

Hello! i am new in this forum and i have a major problem with my windows vista home premium 32 bit. I try to change some settings (for example i try to access the firewall settings or the graphics) and i windows pop up and say that i have no rights to access them. my user account is administrator but not the built-in one. I can access the settings with the original administrator account but in my own account i can't even install programs or games and i get a rundll32 error occasionally... It is a huge inconvenience and i cannot resolve the problem. Please assist me if you can. Thank you in advance.

Type the program in search, when it pops up, right click and then run as adminstrator. If that does not work

Might be a defective account. Set up a new adminstrator account, to test, and see how it goes.

I think that the first option, above, will do it for you.

this is what i get in the sfc files

I have been looking for a valid rundll32.exe on the internet for a long time but I cannot find one. I have replaced in the past my rundll32.exe with the original from my installation dvd but that did not work either...

In that yeller box at beginning of that tutorial : If SFC Cannot Finish or Repair a File:
NOTE: This is for when after you run the SFC scan below, it cannot finish or repair a file. There is no guarantee that SFC can repair the system files if they are corrupted or damaged to much. If SFC still cannot repair them after this, then you might try running Check Disk (chkdsk), System Restore, a Repair Installation, or a clean reinstall of Vista.
Try those or post back if able to or not ?

I tried Disk Check but when i clicked the start button a pop-up said the disk cannot be checked while in use. System Restore is out of the question as I can't account for how much time I've had this problem (I have been living with it for months), a repair installation cannot be done as I have the sp2 version of vista installed and my DVD carries the sp1 version. As for a clean reinstall, I have no backups of my files (nearly 1 TB) and I don't wish to lose all my installed programmes, games and my settings. So what now??

Try to run SFC 3 times. Very often it does not work on the first try if there are many corrupted files. If that does not work the usual next step is a Repair install, if system restore was not sucessful.

Further searching shows this : Process rundll32.exe is a system tool that can be used to run DLL files as regular applications. A number of system DLL files are executed through rundll32.exe. So you should see 5 or 6 rundll32.exe processes in the processes list.
