Any program opened, cannot min., max., or close

Whenever I open anything on my desktop, I cannot minimize, maximize, or close them. I have run System Mechanic, PC Health, Microsoft Security Essentials, Ad-Aware, and Restore Point. Nothing has helped where I can click on the upper right of each program and get them to respond. Even in safe mode, the Windows Help and Support comes up on What is Safe Mode. The buttons on the top right do not respond when clicked and the X button is grayed out. In the task bar, I cannot right click the open program and get anything. This happens is safe mode or regular start up. What can I do to fix this? I am running a HP Pavilion Slimline s3100ct, Vista Home Premium OEMAct.

Try Malwarebytes antimalware scan.

It says "business support center" but it's not paid. It's volunteers like here. They just all have HP PCs.
