HELP! Parental Controls - Web Filter blocks EVERYTHING

So I have created an account for my young kids. I setup the parental controls, I've tried custom, high, and medium under "Block Web Content Automatically". I leave "Unratable Content" UNchecked under "Block Web Content Automatically". No matter what I select, it blocks EVERY SINGLE WEBSITE until I put them on the "Allow List". I do not have "Only allow websites which are on the allow list" checked.

I just want to block certain content, not have to list every single child friendly website on the web on the allow list.

Please help! Thanks.

Unfortunately, I have read those and windows tutorials, which are very similar. Didn't help. Whether checked or not, it will only allow access to websites on the allow list and NOTHING else.

Hmmm, how bout another Admin account then ? Make another Admin account and try to set parental controls with that one.
