Srry i know this post is a bit old but i recently just got this problem i can access the internet fine but i cant access my network settings, user settings, or see the the properties of my pc. i tried running your solution Brink but the scannow showed

i then ran sfc /verifyonly but got the same answer.
i then ran findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >%userprofile%\Desktop\sfcdetails.txt. and the txt file came up blank.
I would recommend that you use Microsoft Standalone System Sweeper to scan your system with at boot to help make sure that your system is malware free first.
Afterwards, you might see if you may be able to do a system restore at boot using a restore point dated before you had these issues to see if that may be able to fix them.
hi Brink i have scanned my system with the fore mention program the scan came back clean and i cant do a system restore i get errors when i try to do so and i still have the problem.
thx for the respond i am currently following your adive bout creating the backup to the USB i am stuck at the first part i have open an elevated commmand prompt but the diskpart command isnt working properly. i type it and get the same output as in the pic but "DISKPART>" isnt showing up.
for information about the problem I only received this problem after using RevoUninstaller to delete Microsoft Office 2007.
hey brink thx thus far for ur help. i am working now on ur latest tips. one question its obvious that my windows is on the fritz. Can i use a win 7 boot up disc to fix n replace the messed up files on my current OS without installing a new OS on it? This is just a random question for posterity.
