Inf file does not support this method of installation

hi
I was trying to install a file so I can tether my phone to my desktop computer n I downloaded this file for it and eveytime I right cliick n click install this install error message comes up "the INF file you selected does not support this method of installation" someone please help! I've been lookin all day to figure it out but no success what can I do to get it to install! Please let me know thanks!
