Toolbar Frozen

My toolbar at the bottom has completely frozen, the time says 15:20, my phone says its 17:38. I cant get on the start bar, it says I have programs open that I don't have open. :confused:
I don't know if it's related but my bookmarks on Google Chrome disappeared at around the same time and it happened during a thunderstorm.

Thanks for the help. It's all better now, when I pressed log off by Ctrl, Alt, Delete I noticed the time had changed back to normal and I could press the start bar again.
