Hello Jhontang, and welcome to Vista Forums.
Sorry, but I have not found any good way to that isn't usually problematic.
You can usually set items from group policy manually in the registry though. If there is something specific that you wanted to set, then please post it and we'll see what we can do to help with that.
Here's a very handy reference for group policy and it's registry equivalent.

You are not able to access that file since it was removed from here.
Technically this violates the Vista EULA since this is adding files from a Ultimate or Pro edition to hack a feature to be enabled in Home Premium when it is not available by default. In other words we cannot help you with this since it violates the EULA.
Doing this is usually problematic and could cause unknown issues. Since you say you do not know how to do this, then I would really recommend to not try it. Doing so could cause you to have to reinstall Vista if a mistake was made.
