Welcome
That code generally indicates registry corruption

The most expediant way to rectify the problem is to
Use system restore from before the problem began. If a new problem

Try to correct with a repair install or
To reinstall the OS.
The link that I have provided above indicate the possiblity of incorrect permissions and how to resolve that problem.

But lets start with an SFC and see what errors appear.

15021 may also be registry related. Were there any other codes or descriptions?

Hi rikstaparr,

Welcome to Vista Forums!

Please check out the following article about that specific error and see if the recommended procedures help resolve the problem: EventTracker KB --Event Id: 15021 Source: Microsoft-Windows-HttpEvent.

If that doesn't work, try a clean boot http://support.microsoft.com/kb/929135. If the problem goes away then it's just a matter of tracking down the culprit causing the problem. Follow the procedures in the article. Once found, delete, remove, deactivate, or uninstall it. Once done be sure to reset Vista back to normal status as explained in the procedures. If the problem occurs in clean mode then just restore the system to normal status and reboot - this solution is not going to work.

Boot into Safe mode with networking and see if the problem occurs there. Either result helps us narrow down the search for the cause.

If not, please try the following (as I suspect IE may be at the root of the problem):

Troubleshooting and Internet Explorer’s (No Add-ons) Mode [Applies to IE7 & IE8 in all OSS]
http://blogs.msdn.com/ie/archive/2006/07/25/678113.aspx

Does the behavior persist if you Reset IE Advanced settings (RIES)?
http://support.microsoft.com/kb/923737

How to optimize Internet Explorer
http://support.microsoft.com/default.aspx/kb/936213/?p=1

How to troubleshoot Internet Explorer issues in Windows Vista and in Windows XP
http://support.microsoft.com/kb/936215

Hopefully, one of these procedures will resolve your problems with IE. If not, then perhaps the problem isn't IE.

I hope this helps.

Good luck!

Hi

Bad news I'm afraid. The first suggestion I had already carried out. I Changed the startup config, and with all svcs deselected it was still the same. I have also reset IE8 and the error still occurs.

Looking through the log the error covers a wide variety of different IP addresses?!

One more thing, with ref to the netsh operation; how would I know which certificate to delete and re-install please?

Many thanks

Ok been running the laptop for an hour without rebooting and the error appears to only happen when the laptop is being rebooted? Don't know if this means anything?!?!?

It suggests that a clean boot or a boot into safe mode with networking should have resolved the problem. It sounds like a start-up program issue. You said you disabled the services in clean boot. Did you also disable the startup programs as well (in effect, did you follow the directions exactly as stated)? That should have disabled OneCare (if that's the issue) and then the procedure should have led you to it as the cause (again, if that's the issue). And did the problem occur in Safe Mode as well?

Please post a sampling of error messages from the Event Viewer concerning this error (Start / Control Panel / Administrative Tools / Event Viewer). Here's how to use Event Viewer: http://www.petri.co.il/vista-event-viewer.htm. Look in the System and the Application sections. When you find the errors, click on them to open them up and click on details and then copy the details and paste them to your next reply. Please include several as you say they are different from each other - but I'd like to see where they are the same.

Thanks and good luck!
