Although Richard is correct about the first step to try (though such problems don't often occur when the system is powered up, but it's still possible and maybe even probable), do me a favor and try two simple things.
First, double-click on the clock and click on change date and time settings. Click on the Internet Time Tab. If not chosen, check the box to synchronize with internet time server. Choose time.windows.com if it wasn't already setup to synchronize. If already checked, click the down arrow next to the selected server and choose a different one to see if that makes any difference.
Do you use the Sidebar? If not, turn it on and see if the initial startup includes the clock. If not, click near the top to add the clock to the sidebar (any version of the clock will do) and see if that clock works or experiences the same problem.
