Taskbars have disappeared!

I had 3 taskbars, and was using them regularly. Then a few days ago they disappeared. Along with them I also lost the bar that showed FILE, EDIT, etc..
I went into control panel and found something that said enable or disable. I enabled the ones I had and --- NOTHING!
How do I get them back, and esp the one with FILE, EDIT, etc.?
I am NOT a technofreak. However, I do understand how to follow directions.
HELP!!!


P.S. I went to "tools" and "internet" options but no luck there either.

Go to where they were and right click
Check the bar you want
Then you can also customize; picking the items that you want
