Q: Change time lag till it asks for password.

Are you talking about having to provide a password after the activation of the screensaver? You can change the amount of time that your system has to be idle before the screensaver activates, and you can also select whether or not you need to enter your password to resume.

If you are on about the Win + L method of locking, then if the account you are locking has a password, you must provide it when resuming.
