Atapi DVD A dh16a1l SCSI is not reading any cd's

Ok so I am having a problem with my CD drive its not booting any CD i put into it. I can hear it spinning the CD but thats it. I wen to device manager and this is what it says.
"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"
