vista x64 running slow and glitchy

I just got a new (used) computer, it has vista x64 on it and an intel i7 processer with nivida Gforce g400 GT about 3 ghz and 6mb DDR3 ram. For some reason the screen is kind of buggy and has sort of seam like lines that you faintly see and only downloads at 100kb/s with Xfinity internet. and on top of all of this when ever i download something and click run... nothing happens. I never really liked vista in the first place, but it came on the computer and im thinking of getting windows 7 in a few weeks. Does anyone have any idea why this is happening or how i can fix it?

It was not your computer until recently; we do not know what the prior owner did

Run an antivirus scan
Download and run malwarebytes.
Malwarebytes' Anti-Malware: Malwarebytes
Check for updated driver and corrupted graphic cards

i can't download it, like i said when i click run nothing happens the box is just gone, nothing loads.

Save the prior post for after you get it running. All that maintenance should be done; especially with a used computer.

Try to get started in safe mode

Press f8 quickly and rapidly during boot, see if that works.

I did try it In safe mode, but i cannot connect to the internet so i can't download it. He did have avg on the computer because it is shown in the malware protection in the windows security center, but it is off and i think he removed it so i can't acitvate it. also i didn't really get you last post what matenence can i do on it when it's in this state.

Sorry, but i still am a little lost. I can't download anything,at all , nothing, nada, zip ,zilch, whenever i download anything and it finishes downloading it never runs or appears on my hard drive. i think is is my main problem and i don't understand how what you have posted is going to help if i cant download the things in order to fallow the steps. the screen glich is a minor problem i can live with, though minorly annoying, but i need to fix the problem that i cant run anything i download.

You have to use another computer to download the file. Burn it to a CD

well i do kind of know the owner, but i only met to pick it up. he said i could call him if i had any problems, but i figured i would try to fix it myself before i did that.

I think i figured out the problem. I looked at some other posts on how to fix this problem with downloading. One of the posts on the vista Forums said it was AVG 8. As i said previously i have AVG 8.5, but i cant uninstall it i get an error and i tried going through the control pannel in safe mode but i got the same error the error is...

I think the previous owner tried to install a 32 bit program on a 64 bit device and currupted the file. It is shown in the security center as i said before, but it is off and you cant turn it back on.
