Setting your Power Plan options for sleep in step 6 of the STEP TWO section in the tutorial below should be able to allow you to select sleep in the Start Menu afterwards.

Yes I am on an administrator account and UAC is on. It still doesn't show up.

Ok. Check to make sure that you have hibernate disabled.
