how can I tell if the Sata hard drive is actually connected to the SATA controller and not the IDE controller? or how do i tell which controller is in charge?

If the Dell is new and it has an Intel processor, you'll see a program in the Start Menu called the Intel Matrix Storage Manager. That shows all drives and the format of their connection.
If the Dell is new and has an AMD processor? Beats me.

I am pretty sure that the Sata HD is connected to the SATA controller as the cables for a SATA are different than IDE cables. Also look inside you pc and see where the cables go.
Check your BIOS Post screen at sartup.
Also check in Device Manager for the disk controller. It should include SATA.
