Active Title Bar Color

I'm trying to change the color of windows active title bar, because I can't tell
what window is active in some cases.

-I right click on the desktop.
-Personalize
-Advanced
-Click the title bar to change the active drop down to"active title bar"
-Then I select the custom color of the supposed active title bar. All looks well
in the preview, but after clicking "ok" nothing is changed in the Windows environment.

Any Ideas?

For some reason, that doesn't work for the Windows Basic scheme, but does for Standard or Classic.
