PC doesn't launch

This problem appears from time to time.
Regularly when I launch my computer, the fans start working loudly, and I hear a few "beeps", and the white font appears on the screen. Then, after a few seconds, I hear 2 more beeps or so, the fans go back to to normal and the system starts loading.

When the problem "occurs", I only hear those first beeps and the loud fan work, the screen shows nothing (it writes "No signal"), and the fans continue spinning loudly. To stop this I need to shut the system down with a button. But wait, if I launch the PC again, this all repeats! SO I usually turn the overall power supply off (0/I), and wait fr about an hour. This happens from time to time, as I've said. About once - twice a month.

My system specs:
GeForce 9800 GX2
Intel Core 2 Quad 6600 2.4 GHz
Samsung HDD 1 Tb (couldn't find out the model)
Intel P35 motherboard (if I recall correctly)

Now what I think, is that this is BIOS, since my computer doesn't even load this one.

I'm pretty sure that this isn't normal... Anyway, turning my PC off with a button harms my Hard Drive ^^
Do you know how to stop this? Please that would be great

Can you check our cables and make sure that they aren't loose?

If it's not that, it may just be the operating system, I use to have Vista not want to boot up, and I would have to wait for an hour before it would.

I fixed this problem by reinstalling the OS.

If you have anything overclocked, turn it back to default.

You can also flash your Bios with the latest version. use a USB flash drive for this.
It could be the CMOS battery, how old is that ?.

When you restart the machine, make a careful note of how many and when, you get the beeps, as these are coded to tell you where the problem may be.

I doubt that this is windows, since I don't get any image on screen at all. Thanks though.

I've browsed the web and got some answers. Though they are very different, but the most convincing is this one: PC Power Supply Failure Diagnostics - Computer ATX Power Supply Troubleshooting and Repair
It says that most likely it is video card problem..

On beeps: I've got 1 beep (or 2, it's like 1 "strong" and immediately, without pause, 1 low and short)

No, I don't overclock

Other reasons which might be:
I have four RAM sticks: 2 of them are of one type, 2 of other.
I had problems with this video card before. I've brough it to the store where I bought it, and they said like "Wow, that's a nice video card! It's running great! We were running a benchmark on it the whole night and it was fine! It has a cool cooling system by the way..." -all in all "It's a good thing that you've bough it from us"... Then I've brought it to the store where I've got my PC built. First, they've said it's "uncompatible" with my system. Then, after a while, they've said "We've fixed it, we've just reset the BIOS."...
I've got a weak Power Supply -not anymore (what's the code for strikethrough here by the way?) I've recently bough a 700W PS instead of 400W, though it didn't seem to fix it.

Sorry that I haven't posted, I didn't have time
Just got my PC back from the repair shop and they've said that my Video card is broken.
I'm gonna use my old GeForce 8800 GTS 320 Mb now.. That's a pity, I've spent like $600 for that chip ^^ Hope to bring it to the shop where I've bought it, maybe they'll replace it by guarantee.

Meanwhile, I could ask.. How to prevent it in future? Do things just brake down or was that an "exception"?
