Laptop fan fails to start

Can someone tell me how to restart my Toshiba laptop fan. It is not blocked up and will spin if I blow on it. It used to run every day but I have not heard it for days now

    Weakest part of my computer is the graphics chipset. Only ever used a laptop. Also use USB Freeview TV Card Lenovo Docking Station External Speakers Other bits a pieces as needed

Have you flashed BIOS? Fan is normally controlled by BIOS, not operating system. you might need to ask professional repairers to flash BIOS.

Another cause, which is the most likely, dust around the fan. See if you can clean it,
by sucking the dust, dirt, hair, cigarette particles, and other particles out of a computer .

Is flashing the bios something I can do? How do I do that?
I have already cleaned the fan and it spins when I blow lightly on it

Yes thank you for that I went to the Beginners guide and think I must be below a beginner as there is no way I will try that. Back to the shop for another $100 per hour for him.
