Windows Explorer Folder View settings

Problem on my wife's computer.

This is a recent phenomena, all was well until a few days ago.

she/I am unable to get folders to open in their own window even though the "Options" setting says they should.

I have followed the instructions (3 times) detailed here, but nothing helps.

Any other suggestions?
