Hello Tony, and welcome to Vista Forums.
If you are logged into a administrator account, then you will have administrator privileges by default. However, as a security measure, when anything wants to run as an administrator (elevated), you will have to allow it permission first when you get the UAC prompt. You might also read this for more information about UAC as well.

To have full control of everything without having to approve UAC, then you can use the built-in Administrator account.
