Windows Vista Reboot Safe Mode NOT WORKING

Hi,

I turn the power on and I get taken to the Safe mode boot screen.

Firstly it say to install a windows instalation disk and follw on screen intructions.

then says boot in safe mode, safe mode with compt promt, sm with networking, last know good configuration, windows normally.......

I have no Windows Instalation Disk, All the options take me to the Windows Corporation with the green bar going across and doesnt do anyhting, stays on that.

I cannot seem to fix this please help.

Don't you have any Vista reecovery discs either !
If not download them from this link http://neosmart.net/blog/2008/download-windows-vista-x64-recovery-disc/ following all the instructions and then reboot with it !

No disc whatsoever.

I bought the laptop from new from morgan computers, the have now gone into adminastration!!

Im on another laptop at present, so how would i get that download onto that laptop?
