I've been getting that message for a while. When I try to look at the Sidebar properties, which I find using the Start/Search feature, nothing opens. When I go to the Sidebar folder in C:/Program Files/Windows Sidebar, there are 3 items there: a subfolder labeled Gadgets, a Configuration Settings icon labeled Settings, and a Sidebar application icon. If I click on the application icon, I just get the "Windows sidebar is not working" message.
All of this happened after a System Restore a couple of months ago. Any ideas? In case this helps, below is the text in the Settings spot:
