Phone and modem control panel problem

Hello,
I saw another post about this but it was closed with no responses. When I attempt to open the phone and modem option in control panel I get the following message "Phone and modem control panel can not be opened. You may have a problem starting telephony service."

The only modem I have installed at the moment is my cell phone. I used to have a bluetooth modem (still the same cell phone) but I deleted that during my own troubleshooting process.

On another forum I read to go into services and Start or Restart telephony. I have done that but still get the same message.

I am so stuck...please help!

I've tried startup repair for VISTA as recommended by someone but that did not work. I have a cbs.log file with the files that "could" be a problem but no one has been able to tell me how to replace them. The suggestion of a total complete reinstall of VISTA where I would lose all my software installs is a little harsh.
