Autostart desktop at 09:00 AM & autoshut down at 05:00 PM

Folk,
Looking for a solution to:
- Autostart the desktop at 09:00 AM and auto switchoff at 05:00 PM. I am running Vista on it.
I know it needs to be set at BIOS level.
