I have Vista Home os. When I boot up my computer I always get the message that says, "connot load resource dll"......What does this mean and how can I correct it?

Does it specify the dll name? if it does, please post that name 
Also could you please do this, and post what you have running at startup.
[start search > type msconfig > hit enter > Accept the UAC > go to the 'Startup' tab > post back what currently runs at start up.

yep its a dll that one of your startup programs needs and is missing for whatever reason , follow crucial's example to find whats being loaded , if yuo want to find out exactly where the issue lies disable the startup progs one by one till the issue goes away

Just to add to Crucial and Archie, your dll might be corrupted.

If the dll is corrupt, I would reinstall the program that is invoking this message.

not sure it is one, but if the dll is a system resource, open up command prompt (in start menu search, type in 'command prompt' and right click, run as administrator), then type in sfc /scannow
