Disabled Srartup Programs

Hi. I am in the middle of trying to troubleshoot another laptop )Presario with Win dows Vista 32 bit) since IE7 stopped working properly. I have gone thru many steps to determine that there is internet connectivity (IE works in "safe" mode) so I am figuring that there is either a sytem or a program that is blocking. I went into configsys and disabled the startup programs and was going to enable them one by one to see if there was one causing a problem. However, I was told to restart the computer, which I tried to do, but now it won't start at all. The blue lights come on, it sounds like it is gearing up to start, then it just shuts itself off. Does this have anything to do with disabling the programs in srartup? I think not, but any thoughts would be great. Thank you.

If you disabled user init and explorer.exe from starting then it probably has something to do with the startup programs. If you haven't run system restore try booting the pc, hitting F8 and choosing safe mode with command prompt. Then type:

rstrui.exe

You cannot undo this restore but you can choose another restore point.
