Now let's try the following methods to troubleshoot the issue.
Method 1: Startup Repair from the Windows Recovery Environment (WinRE)

1. Insert the Windows Vista installation disc into the disc drive, and then
start the computer.
2. Press a key when the message indicating "Press any key to boot from CD
or DVD ¡*". appears.
3. Select a language, a time and currency, and a keyboard or input method,
and then click Next.
4. Click Repair your computer.
5. In the System Recovery Options dialog box, choose the drive of your
Windows installation and click Next.
6. In the System Recovery Options dialog box, click Startup Repair.
Method 2: Rebuild BCD

1. Put the Windows Vista installation disc in the disc drive, and then
start the computer.
2. Press a key when the message indicating "Press any key to boot from CD
or DVD ¡*". appears.
3. Select a language, a time, a currency, and a keyboard or another input
method, and then click Next.
4. Click Repair your computer.
5. Click the operating system that you want to repair, and then click Next.
6. In the System Recovery Options dialog box, click Command Prompt.
7. Type Bootrec /RebuildBcd , and then press ENTER.
Method 3: Use the Windows Recovery Environment (WinRE) to run System Restore

1. Instert the Windows Vista installation disc into the disc drive, and
then start the computer.
2. Press a key when the message indicating "Press any key to boot from CD
or DVD ¡*". appears.
3. Select a language, a time and currency, and a keyboard or input method,

4. Click Repair your computer.
5. In the System Recovery Options dialog box, choose the drive of your
Windows installation and click Next
6. At the System Recovery Options Dialog Box, click on System Restore.
7. Follow the System Restore Wizard instruction as usual and choose the
appropriate restore point.
8. Click Finish to restore the system.

If you have access to another Vista machine, use a USB stick and copy the
nls files from that install to the one you cannot boot. You can do that
using a Knoppix or similar linux live cd that can write to NTFS.

if you have access to your system you should run a system file checker to verify and fix the system files. it is run start>search>cmd>run as admin> sfc /scannow

I do not have a copy of the disc, as it came downloaded on my laptop.
I get error message 0Xc000000f and that the NLS data is missing.
It does NOT start command prompt or start in safe mode of any kind, and I tried running the memory diagnostics tool but when it restarts to give me the test results I get thrown back to the same screen.
All I have is an update disc.
Are there any way around this problem? The vista laptop is my partners and he works from it, he needs the information from it continue working. Going to a repair person or buying a new OS disk is completely out of the question as we do not have the money for it.
