system restore not restoring anything

My system restore does not restore anything. It will tell me nothing was restored all you files are still the same.
Please how do i get it to work again. My running norton anti-virus.

try a different restore point

or boot into Vista dvd/restore partition and select "repair" and perform the restore from there.
