Other than a clean reinstall, you might see if doing a System Restore using a restore point dated before this problem may fix it for you.

If you have used any 3rd party skinning program, then it may be. A restore point dated before you did should fix it though.

ops... finally found the cause. I change back the shell32.dll in system32 and it's works..
i change the shell32.dll and its compatible version corrupt the bar..
