Hi everyone, I'm new here, but hoping I can get a bit of info 
When you install software on Windows (XP or Vista, I believe it works the same) it usually places its data files in one or both of User > Appdata> Local and Roaming.
My question is, what determines if a program places its files under roaming and/or local?
I assume it may have to do with how user accounts are setup and what profile you install from?
I ask because I am writing a program and need to access these files for various other programs. I need to know if I can reliably say that because a program placed files in the Roaming folder on Machine A that it will do the same on all machines or if I'll have to do a check for either?
I hope that makes sense. Any insight would be very helpful, or perhaps a link to a better place to ask?
