taskbar unlocks on restart

I've seen a bunch of posts about problems with the Vista taskbar, but I couldn't find an answer to this problem...

I always have my taskbar locked. But when I restart, the taskbar unlocks and all the programs in quicklaunch get reordered. Any known solutions for this one?
