Tools - IE Net Options tab won't open

Goal: enable "Download signed Active X controls."

Problem: When I go to Tools, then Internet Options tab, it won't open. :sarc:

I eventually need to go to Security tab, then Custom Level to click on ENABLE button. I have a trading platform that won't run w/o the Active X controls.:confused:

In case I can't find my way back, an "aha" would be welcome to (email address removed for your protection) :party:
