theme window seems broken

i cant open my theme window
it says "Your system administrator has disabled launching of the Display Settions Control Panel" can someone tell me how i fix this??

pls..btw im admin so whats going on?

Hi,

If you are not connected to a domain follow the steps. May be some settings in Group Policy.

Open gpedit.msc > User configuration > administrative templates > Control panel > Display > Disable the policy by double clicking on the "Hide Settings tab".

i cant seem to do that thing whre u put something .msc it doesnt search it just comes up a window saying not found
and when i click personalize u know how it says like appearance and stuff .. well it doesnt say theme... it did before but now it doesnt .. why?!

Just one thing as you are running Vista Home premium, you will have to run the second option Registry edit) in which ever of the tutorials you follow as Group Policy Editor (GPE.MSC) is not available in the Home versions of vista
