Can't add standard user

I have set up the addministrator account, but it won't let me add any more user accounts. I go to user accounts and click to manage or add another account and nothing happens. Also it does that same thing if I attempt to change the administrator accounts name or account type. It's very frustraiting to say the least. i just won't let me do anything.

There seem to be a lot of user account problems here on Vista...

Well, i would make sure that your computer and OS is up to date, SP1 and all that.
Then try the account creation again. Does it work after you restart the computer? Has it always had this problem? If it hasn't, then a system restore might be in order. If it has always had the problem, it is something deeper...
